1.   Is the airport run under any particular laws?

Palmerston North International Airport is operated under the Airport Authorities Act, and is an 'Airport Company' as defined in that act. The airport is also certificated by the Civil Aviation Authority under the Civil Aviation Act, and special pieces of legislation like the Biosecurity Act and the Customs Act affect the airport. Other legislation that usually applies to businesses, also applies to the airport.

2.   Do city bylaws apply to the airport?

The operation of the airport has to comply with general city bylaws the same as any other business or property. It also has to comply with the District Plans of Palmerston North City Council and the Manawatu District Council.

However, the airport has power under the Airport Authorities Act to make special bylaws that apply to the airport, and under the Resource Management Act to designate land for certain airport purposes.

 

  3.   Has the airport got special bylaws?

Yes, the Palmerston North International Airport Bylaws were made in February 2003 and apply to everyone who uses the airport.

They cover such things as speed on the roads within the airport, and making sure that, as a public place, vehicles and people use the airport in a safe and orderly way. The bylaws also formalise some key 'rules' for aircraft and vehicles operating on the aircraft apron.

4.   Is noise at the airport controlled?

Noise is managed through the local authority District Plans. The provisions provide a balance of controls that both protect the airport from noise-sensitive neighbouring activities, and control the total noise energy from aircraft activity at the airport. There is no curfew at the airport.

Aircraft noise is the subject of an Airport Noise Management Plan, and a formal procedure exists for handling noise complaints.
